Changing a territory's political status requires official constitutional processes in both countries —in the case of a new U.S. state, an act of Congress— plus the consent of the people affected. To neutralize that we use an additive trust score: each verified identity signal —email, phone, document, liveness check, nationality— adds weight. One real, verified person counts far more than a crowd of anonymous accounts.

With several layers. The main one is mathematical: the anonymous bloc is dynamically capped at 1% of the total weight. No matter how many fake accounts are created, the anonymous set never exceeds that 1% —the more there are, the less each one counts— so flooding the poll does not move the result.
On top of that, one account equals one vote, deduplicated by the verification provider's identity hash, by email and by phone: a human cannot multiply themselves. And all traffic passes through Cloudflare's protection —WAF, bot management, rate limits and the Turnstile challenge— which makes every abuse attempt expensive.
