Un sondeo no vinculante —también llamado consulta simbólica o de opinión— es un ejercicio que mide lo que piensa la gente sobre una pregunta, sin que el resultado tenga efecto legal. Por muchos que participen, ese resultado no obliga a nadie ni activa ningún trámite oficial. Es una fotografía de opinión, no una decisión.

Lo "no vinculante" no lo hace inútil: sirve para informar el debate, mostrar hacia dónde se inclina la gente y dar voz a quien quiera expresarse. Simplemente hay que ser honestos sobre lo que es y lo que no es. Un sondeo mide; no legisla ni ejecuta.

Venezuela 51 is, explicitly and deliberately, a non-binding, symbolic poll. It is not an official referendum, it starts no process, and it is not affiliated with any government, party or campaign in Venezuela or the United States.

The reason is simple: changing a territory's political status requires official constitutional processes in the countries involved and the consent of the people affected. Que sea no vinculante no significa que sea descuidado. Para que el resultado refleje personas reales y no cuentas falsas, Venezuela 51 usa un peso por verificación: puedes votar de forma anónima, con muy poco peso, o verificar tu identidad, lo que da a tu voto más peso.

Cada señal de identidad verificada suma a un trust score aditivo, y el bloque anónimo está topado para que inundarlo con cuentas falsas no mueva el resultado. Así, una sola persona real y verificada pesa mucho más que una multitud anónima. El anonimato del voto se mantiene siempre: se publican agregados, nunca votos individuales. Being non-binding does not mean being careless. So the result reflects real people and not fake accounts, Venezuela 51 uses weighting by verification: you can vote anonymously, with very low weight, or verify your identity, which gives your vote more weight.

Each verified identity signal adds to an additive trust score, and the anonymous bloc is capped so that flooding it with fake accounts does not move the result. In this way one real, verified person counts far more than an anonymous crowd. Vote anonymity is always preserved: aggregates are published, never individual votes.
